How the programme works

Customer-side done. EPC quotes and builds.

Arcus engages C&I customers — hotels, factories, data centres — at the feasibility and modelling stage. By the time a project is ready to build, the customer has chosen the financing structure (self-invest, zero-capex, or hybrid), the system has been sized and specified, and procurement pricing has been negotiated centrally. The EPC quotes within agreed pricing bands and executes the build.

Arcus matches projects to EPCs based on fit — geography, technical specialism (rooftop solar versus BESS versus combined), current capacity, and past performance on the panel. Multiple qualified EPCs operate in each region. There is no competitive tender at the build stage — pricing is negotiated centrally with each panel EPC up front, and projects flow within the agreed band.

Preferred EPCs receive direct project allocations from Arcus's customer pipeline. In exchange: agreed unit pricing, agreed equipment specifications, agreed warranty and O&M terms, audited HSE and QA processes. The trade is steady volume at predictable margin in exchange for procurement and process discipline.

Qualification

HSE-first. Track record matters. The audit is real.

The qualification is HSE-first. EPCs must hold valid Vietnamese contractor licensing, demonstrate working-at-height competence with documented training records, carry public liability and workers' compensation insurance to industry standard, show a clean safety record across at least 24 months of recent C&I or industrial installation work, and have technical staff with documented experience on commercial-scale solar PV and lithium-ion BESS systems.

Reference projects with site visits are part of the assessment. Equipment installation must comply with QCVN 06:2022/BXD fire safety and the C07 Dispatch 3288 panel-spacing rules. The audit takes 2–3 weeks and includes a site visit to a reference project.

Once qualified, panel members receive direct project allocations. Performance is reviewed annually — repeat work follows from clean delivery, schedule adherence, and warranty discipline. Falling below standard removes an EPC from the panel.

The panel formalises the EPC relationships that have run informally through previous platforms. The earliest qualified members establish the relationship as the customer pipeline scales.
